Тема оценки цифрового развития городов в области государственного управления продолжает выходить на первый план в свете стремления властей к эффективности и инновациям. В эпоху технического прогресса и всеобщего применения цифровых инструментов, а также учитывая рост объемов данных, города должны решить, насколько они готовы к цифровой трансформации для оптимизации административных операций, доступности государственных услуг и устойчивого роста. Целью статьи является изучение теоретических аспектов и методологии оценки готовности городов к цифровому переходу как способа цифрового преобразования государственного управления. В работе обсуждаются основные концепции цифровой готовности, приводятся примеры применения методик ее оценки в России, рассматриваются существующие на сегодня методы оценки и дается рейтинг цифровой зрелости регионов России. Делается вывод о значимости оценки цифровой готовности городов в контексте государственного управления.
The topic of assessing cities’ digital development in public administration continues to come to the forefront in light of authorities’ quest for efficiency and innovation. In an era of technological advances and universal use of digital tools, and given the growth of data, cities must decide how ready they are for digital transformation to optimize administrative operations, accessibility of public services and sustainable growth. The aim of the paper is to explore the theoretical aspects and methodology for assessing the digital readiness of cities as a way to digitally transform public administration. The paper discusses the main concepts of digital readiness, provides examples of the application of methodologies for its assessment in Russia, reviews the current assessment methods and provides a rating of the digital maturity of Russian regions. The conclusion is made about the significance of assessing the digital readiness of cities in the context of public administration.
