In the article, the author clarifies the causes and preconditions for the emergence of indigenous movements in the Asian regions of the Russian Arctic. Ihe special role of the state in the formation of an extensive model of development of the northern territories is noted. Ethnic associations of indigenous peoples appeared at the end of the twentieth century, this was a direct consequence of the policy pursued. Active industrialization on the territory of the aboriginal population led to a crisis of their ethnic culture, and also worsened their socio-economic situation. However, the liberalization of public life in the second half of the 1980s led to the growth of ethnic self-awareness as a reaction to the accumulated problems. Finally, it was noted that a formation of ethnic associations led to the emergence of a new social structure that plays a special role in the political life of the Arctic regions.
