В статье раскрываются мероприятия Якутского областного правления по организации среди крестьян ссудо-сберегательных товариществ, вовлечению населения в кредитно-финансовые отношения, предпринятые во второй половине XIX в. Анализ архивных документов, включающих текущую переписку, донесения, отчеты, инструктивные письма, касающиеся вопросов развития кредитного дела в области, обсуждение положений проектов Уставов дают возможность оценить взгляды Иркутского генерал-губернаторства и областной администрации на развитие учреждений мелкого кредита в условиях Якутии. Показано, что распространение кредитного дела в Якутской области, начавшееся в 60-е гг. XIX в., имело свои особенности, связанные с отдаленностью и малодоступностью территории. Сделан вывод о том, что социально-экономические условия, сложившиеся в Якутской области во второй половине XIX в., неразвитость рыночных, денежно-финансовых отношений еще не могли предоставить крестьянам практической возможности для организации полноценных кооперативных организаций.
The article describes the activities of the Yakut regional government on the organization of savings and loan partnerships among peasants, the involvement of the population in credit and financial relations, undertaken in the second half of the XIX century. The analysis of archival documents, including the current correspondence, reports, instructive letters concerning the development of credit system in the region, discussion of the provisions of the project of Statutes provide an opportunity to assess the views of the Irkutsk Governor-General and the regional administration on the development of small credit institutions in Yakutia. It is shown that the spread of credit business in the Yakut region, which began in the 60s of the XIX century, had its own characteristics associated with the remoteness and inaccessibility of the territory. It was concluded that the socio-economic conditions prevailing in the Yakut region in the second half of the XIX century, the under development of market, monetary and financial relations could not provide farmers with practical opportunities for the organization of full-fledged cooperative organizations.
