Актуальность выбранной темы обусловлена развитием арктической территории, которая в последние десятилетия стала регионом, реализующим особую роль в контексте осуществления национальной политики северных государств. Россия, согласно стратегическим документам, активно участвует в развитии Арктики: поддерживает сотрудничество через участие в Арктическом совете и других международных форумах, включая представление интересов коренных народов; создается привлекательный образ Севера, обеспечивается социальная и профессиональная самореализация народов Крайнего Севера. Для этого предлагаются различные программы и мероприятия, направленные на развитие северных регионов России. Целью данной статьи является анализ различных форм вовлечения общественности в развитие Арктического региона. В рамках предложенной статьи исследуются цели России в Арктическом регионе, устанавливаются формы вовлечения общественности в различных организациях, связанных с Арктикой, представлены примеры участия общественности в государственных процессах, а также рассмотрены примеры участия и самореализации молодежи в Арктическом регионе. В статье рассматриваются идеи таких ученых и экспертов, как В. Н. Конышев, А. А. Сергунин, П. В. Гоголев, А. Н. Чилингаров. Использованы методы научного исследования: сравнительный анализ, системный и организационно-управленческий подходы, принципы объективности и научности.
The relevance of the chosen topic is due to the development of the Arctic territory, which in recent decades has become a region that plays a special role in the context of the implementation of the national policy of the northern states. According to the strategic documents, Russia actively participates in the development of the Arctic: it supports cooperation through participation in the Arctic Council and other international forums, including representation of the interests of indigenous peoples; an attractive image of the North is created, social and professional self-realisation of the peoples of the Far North is ensured. For this purpose, various programs and activities aimed at the development of the northern regions of Russia are offered. The purpose of this article is to analyse various forms of public involvement in the development of the Arctic region. Within the framework of the proposed article, Russia’s goals in the Arctic region are explored; forms of public involvement in various organisations related to the Arctic are established; examples of public participation in government processes are presented, as well as examples of participation and self-realisation of youth in the Arctic region are considered. The article discusses the ideas of such scientists and experts as V. N. Konyshev, A. A. Sergunin, P. V. Gogolev, A. N. Chilingarov. The methods of scientific research are used: comparative analysis, systemic and organisational-managerial approaches, principles of objectivity and scientific approach.
