Статья посвящена анализу ключевых показателей развития субъектов Дальнего Востока Российской Федерации на фоне изменения внешней среды в 2022 г. под влиянием внешний санкций. В последние годы развитию Дальнего Востока и Арктики в Российской Федерации уделено особое внимание. Приняты стратегические документы и внесены дополнения в государственные и муниципальные программы развития муниципальных образований Дальневосточного федерального округа. Обзор экономической литературы российских и зарубежных исследований по теме исследования за последние десять лет показывает, что кризисы возникают по разным причинам. Предпосылками кризиса могут быть ликвидность финансовой системы, налоговая, кредитная, учетная политика, колебания на валютных рынках и на рынке ценных бумаг, а также другие факторы. Кроме того, наблюдается цикличность кризисов. Последствия кризисов отражаются на социально-экономических показателях развития региона, муниципального образования и субъектов экономической системы вследствие экономических и политических решений. Поскольку акцент развития смещается на восток России, важно дать оценку чувствительности после февраля 2022 г. пакета санкций в отношении всей экономики Российской Федерации в разрезе экономических показателей Дальнего Востока. Научная новизна статьи заключается в разработке рекомендаций для регионов в преодолении влияния внешних санкций с опорой на анализ региональной статистики субъектов ДФО за период с января по июль 2022 г. По двум показателям (индекс промышленного производства и индекс производства) выделены субъекты — лидеры, дана оценка их региональной политики на Дальнем Востоке. Сделан вывод о том, что в краткосрочном горизонте (за анализируемый период) санкции не повлияли на устойчивость социально-экономических систем в субъектах Дальнего Востока. Проанализирована практика мер, предпринимаемых региональными властями в субъектах — лидерах Дальнего Востока. Сделаны выводы для сохранения устойчивости экономической ситуации.
The article is devoted to the analysis of the key development indicators of the Far East subjects of the Russian Federation against the background of changes in the external environmentin 2022 under the influence of external sanctions. In recent years, special attention has been paid to the development of the Far East and the Arctic in the Russian Federation. Strategic documents were adopted and additions were made to state and municipal programs for the development of municipalities of the Far Eastern Federal District. A review of the economic literature of Russian and foreign studies on the topic of research over the past ten years shows that crises arise for various reasons. The prerequisites for the crisis maybe liquidity of the financial system, tax, credit, accounting policy, fluctuations in the foreign exchange markets and in the securities market and other factors. In addition, there is a cyclical crisis. Crises have consequences on the socio-economic development indicators of the region, municipality and subjects of the economic system due to economic and political decisions. Since the focus of development is shifting to the east of Russia, it is important to assess the sensitivity after February 2022 of the package of sanctions against the entire economy of the Russian Federation in the context of the economic indicators of the Far East. The scientific novelty of the article lies in the development of recommendations for the regions in overcoming the effects of external sanctions, based on the analysis of regional statistics of the subjects of the Far Eastern Federal District for the period from January to July 2022.Based on two indicators (the industrial production index and the production index), the leading regions are identified and their regional policy in the Far East is evaluated. The conclusion is made that in the short term (over the analyzed period) the sanctions have not affected the sustainability of socio-economic systems in the subjects of the Far East. The practice of measures taken by regional authorities in the leading regions of the Far East is analyzed. Conclusions are drawn for maintaining the sustainability of the economic situation.
